I have the ability to use Arch 2012.08 in my new VPS. Does this include glibc 2.15 or higher does anyone know?

On the other hand, your question doesn't make sense. 2012.08 is an installer version, not a distro version. As with any Arch install, the first thing you should do post-install is update the system, which will give you the current glibc version 2.17.

And the easiest way to completely update the system is with pacman -Syu?

You should make sure your VPS does not in any way limit the versions of any critical elements, like kernels. I'm no VPS expert, but does this not run in some sort of virtual environment?

There are only 2 versions of Arch Linux; Up-to-Date and Out-of-Date.

Maybe i am wrong, but i took the question to mean that the VPS is providing an image from a certain date, so at what point would it be at in the list of news events.
Though reading through the post a bit more, it would seem that the general concensus is that the OP has access to an live media from that date... from which he/she could install an up to date system.

Ever since last July, the installation media is net-install only. This means that no matter what disk you use, it will download and install the latest packages when you install the system. You should end up with the same system using 2012.08 as you would 2013.05

Most (all?) VPS providers who offer Arch have a standard image based on the installation media, or at a specific date, that is deployed to each new VM so there is not "install" where the latest packages would be obtained.

Ah, of course, my bad. I haven't dealt with VPS's, so I didn't think about that. Makes sense.
OP, an image from Aug 2012 will get you past the lib -> usr/lib change, which is the biggest one. There are still a number of changes since then that need attention, though, the biggest being the move to systemd. Make sure to read the news on the front page and take care of anything there that needs manual intervention.

You actually might have to use the Arch Rollback Machine to upgrade incrementally. But I am not sure if that is *actually* required if you are past the lib symlink Scimmia mentions above.
