Deluge does not Download

I use the deluge daemon to download torrents and control it by the web ui.
The download speeds are nearly always around zero, but sometimes (~ 1 / minute) the speeds go up (download to ~ 800 KiB/S, upload to ~ 3 KiB/S). After ~ 10 seconds, the speed goes down again, until it hits zero. A file which should be seeding does not seed at all. I also think these problems started popping up recently and it worked nicely before.

Port forwarding is enabled and working, the bandwidth settings should be alright:

Maximum Connections: 200
Maximum Upload Slots: -1
Maximum Download Speed (KiB/s): 800
Maximum Upload Speed (KiB/s):100
Maximum Half-Open Connections:30
Maximum Connection Attempts per Second:40
Ignore limits on local network - check
Rate limit IP overhead - check

Per torrent settings
Maximum Connections: 200
Maximum Upload Slots: -1
Maximum Download Speed (KiB/s): 1000

Ram as well as CPU are about 20% used, Journalctl does not output anything suspicious.

I thought that maybe I'm not seeding, and therefore other seeds & peers block me, but I didn't find any settings which might be wrong.
