What designator is correct for the cdrw device when connected via USB-IDE device, sc, sg, or sr?
Can it be Udev rules setup in any of the above?

Interesting, mine lists the same in media but I get confused when I do the following;

That's possible. The same CD-drive was listed as /dev/sr0 on another laptop. It was with older kernel and udev versions. That laptop isn't working anymore so I can't test further.
When you plug-in the USB drive, udev should create a device in /dev. By comparing the content of /dev before and after plugging the drive, you can find what device represent your drive.
Here's what dmesg give me when I plug it in:
