I am trying to apply the effect but Cinellera closes and the output is a 8.5KB file that does not open. Thank you for help.

It means that your version of the utilities were not compiled with large file support enabled.
if it's a regular video file, use ffmpeg to scale it
ffmpeg -i input.avi -vf scale="width:height" output.avi

I scaled is succesfully but when I import it to Cinelerra and right click info it saws only Audio info. There is no Video. When I play it in vlc it plays normally.
The command was:
ffmpeg -i 00022.avi -vf scale=800:450 -qscale 0 output3.avi

this could be the problem, re-encode it as a proper mp4 or a proper avi using either
ffmpeg -i output4.avi -vcodec libxvid out.avi
## OR
ffmpeg -i output4.avi -vcodec mpeg4 -acodec aac -strict -2 out.mp4
and see if it helps
