XAMPP Local Server 403: Acces Forbidden

I'm trying to host a local XAMPP server, but when I try to acces files in the htdocs folder, it tells me Access Denied. Is there something in the configuration that needs to be changed, or is this a permissions issue? I have already looked at the wiki page, but haven't found anything to help me.
