Something that looks suspicious is that:
/etc/systemd/system/network-online.target.wants/systemd-networkd-wait-online.service
is symlinked to
/usr/lib/systemd/system/systemd-networkd.service
I've tried changing the symlink to
/usr/lib/systemd/system/systemd-networkd-wait-online.service
but the entry is not affected.
No network functionality appears to be adversely affected by this, but I'd like to keep my journal clean of red messages.

Mmm, after reverting the symlink and rebooting, the message is gone.
In further investigation, I've then done:
systemctl enable systemd-networkd-wait-online.service
with no adverse affect, and no return of the journal entry. In fact, I now see:

I think I will leave this alone now, as in hindsight it did not seem the right thing to do in just modding the symlink.

Same issue here. Last update of systemd seems to have introduced that "network-online.target.wants/systemd-networkd-wait-online.service" into /etc/systemd/system/ -- alongside yet another bunch of races to accompany the ones that have pestered the arch-linux bootup since that festering pile of race-ridden cs-student pipedream called systemd has been adopted into it.
In this instance and in my case I believe the issue was triggered by avahi. I know a lot has been said (and complained) about systemd already; but I actually started out liking it. Nicely modular. However, while a system like it might be fair enough if you have full in-house control over the complete, entire system -- like Microsoft or Apple -- it doesn't cut it in this environment. Not if you actually want to allow your users to do non-standard stuff. Personally, I've for example simply given up on trying to get bind mounts to NFS shares working from fstab without introducing races or loops into the systemd dependency tree.
As said, I actually started out liking it. At this point it's going to be the reason that I will be switching away from arch linux. There's still one or two distributions left that have managed to avoid that "all your system are belong to us" virus...

I have the same issue. The sym link was wrong as well. Disabling the service (systemd-networkd-wait-online.service) add no effect. I had to delete manually the link to be able to disable the service. Enabling it again, re-created the correct symlink. However the boot message is still there in my case...

I discovered that systemd-networkd.service was disabled on my system (despite the network was working correctly...). Enabling the service seems to have solved my issue.
