FIN-WAIT-2 (help)

Has anyone experienced a FIN-WAIT-2 issue choking up their ports? My VPN, Firefox and Thunderbird get affected but Xchat seems to be unaffected. I've tried a few file tweaks I found but it still occurs on slow DSL and faster cable. I have to close out my browser and Thunderbird until the FIN-WAIT-2 clear and then everything starts to move like normal. Thanks.

Sidenote: Just got dinged that "Subjects cannot contain only capital letters." Hence the "(help)" added.
