I have a dell inspiron 11-3147 with a pentium quad core bay trail processor running 3.18-7 ck kernel. dell bios is the late a03.
When the machine is booted up from fresh boot i can see by my mhz speeds that i am getting turbo boost from 2.1 ghz to 2.6 ghz. i can notice it in the performace as well.
the turbo boost is lost after a resume from sleep. i have checked with turbostat program and i7z. both of which will show the boosted speed prior to sleep and the reduced speed after sleep. i use tlp program but i don't believe that is the issue since it boosts fine at boot up. same under battery or power plug. i have also tried disabling tlp and the same result.
if anyone has any ideas on how to fix this i would appreciate any help. thanks.

following up:
i did find that in /sys/devices/system/cpu/intel_pstate the no_turbo flag was set to 0 before and after sleep/resume. if I echo 1 and then 0 to the flag the turbo mode activates.

Not to raise a 6 year old thread from the dead, but I am having this issue occur still in 2021 on a desktop system too.

Complain to dell, try a BIOS/UEFI update, I've only seen that with Dells so far.
Closing this old thread, feel free to create a new one if you're sure this is an Arch issue.
