My pacman operations have been pretty slow lately, waiting on the disk to do its thing, so I thought that maybe a pacman-optimize was in order.
Well, when I tried to do it, I got this:

Is there anything special about electrum files file? Is is empty?

As a matter of fact, yes, it is.

If you don't have it back up, you may need to force a reinstall of that package.

Wow. Okay, so the package was really screwed up on my system. I tried doing a pacman -Rd electrum, which was fine, but it left all of the files on the hard drive (obviously because the database didn't have any files listed as associated with the package).
Then I had to do a pacman -S --force to reinstall it because of the orphaned files on the disk. It looks like it's all good now, though.
