I installed linux and linux-lts, but system keeps booting from linux-lts, and I found that modifing "default='0'" line in grub.cfg doesn't work anymore. anyone could kindly tell me how to do it, thanks.

Wasn't 'default=0' for the legacy Grub? Have you tried 'GRUB_DEFAULT=0'?
What exactly do you have in your grub cfg?

Looks like you are using the wrong syntax. Shouldn't it be GRUB_DEFAULT=0.

Thank you all very much. I just did it, though I have to set "GRUB_DISABLE_SUBMENU=y" in the /etc/default/grub before it works.
