Mail Server Folder Structure

I've set my e-mail server with Postfix for the MTA and Courier for the IMAP and POP3 server.  When I connect with Thunderbird to the server through IMAP, I am able to create new folders, but only as subfolders of the Inbox.  I cannot create any folders at the same level as the inbox, only as subfolders of the inbox.  How can I set the server up to allow me to create folders at the top level?
