[SOLVED] Wake on LAN (WAN) Issues

Hello, this post is actually not related to Arch specifically in any way so if you feel this shouldn't be posted here then just let me know, I get it. This is the only forum community I'm really apart of so I figured I'd start here on my quest for help.

I'm trying to set up my desktop for Wake on LAN, or rather Wake on WAN as I'd like to be able to power on my desktop remotely so I can work on it, but I'm having trouble presumably because of my router. My BIOS is set to receive magic packets and it works on local broadcasts. My router is TP-Link model TL-WR720N with the most recent firmware. My desktop is wired to my router and I gave my MAC address a static local IP, that is I made a DHCP reservation for 192.168.0.101 for my MAC. I have both port 7 and 9 (just in case) forwarded to 192.168.0.101. I also set my ARP table. Under the IP & MAC Binding section of my router I have ARP binding enabled and I have 192.168.0.101 bound to my MAC.

I'm trying to send the packet from my iPad via an app called MochaWOL, something free and simple. It allows for setting the port and global IP destination. There is also a switch to turn on local broadcasting that I have always switched off.

My trouble comes when I leave my neighborhood. First, without local broadcasting but still connected to my own router's WiFi WoL works. I have tested it at my neighbors house as well, connecting to his WiFi and it works. But when I leave my apartment's general area it stops working, so when I go to the university campus and use their WiFi it does not work. Those are the only places I've tried, my router, my neighbors', and on campus. I haven't tried reading any logs of any kind, either my routers or my computer's mostly because I don't understand my router's log and I don't know if my computer keeps those kinds of logs. Let me know if I can supply anything else.

Any suggestions are welcome of course. Having this feature working correctly would be very convenient, although I know it can be difficult if not impossible.

Update: I tried sending the packet from a different distant place, a restaurant, and it worked fine. It turns out that my school's interent/WiFi is blocking a magic packet sent directly from the app on my device. And I tried sending it through depicus.com from a browser on my device on the school's WiFi and it worked fine, as expected.

Problem solved, I guess.
