Hey there,
when doing systemctl status dnsmasq.service I get the following output on my not-working setup:
Dnsmasq.service - a lightweight dhcp and caching dns server
Loaded: loaded (/usr/lib/systemd/system/dnsmasq.service; disabled; vendor preset: disabled)
Active: inactive (dead)
I think this is not the correct status? It should be running and also show which adress/port is listens to?

@edit: Yes dnsmasq want running correctly as libvirt starts its own instance of dnsmasq that made dnsmasq itself fail to start. No idea why, new topic about this bug will be created !
