PC doesn't power down completely

Hey all!

Some days ago I've switched from outdated monstrous FreeBSD 9 to the Arch on my small home fileserver. With this switch an old good problem appeared again. When I have FreeBSD 7 on that machine shutdowning it via pwr button or `shutdown` command hasn't worked at all: hard drives were synced, but fans were still spinning. Only `halt` command worked. When I upgraded my serv to the FreeBSD 9 the problem disappeared. Now I've installed Arch and the same problem again: if I power down my computer via pwr button or `shutdown` (or even `halt`) the message 'reboot: power down' appears on the screen, hdd's syncs but power isn't fully shuts down because fans are still spinning and monitor backlight glows. `reboot` works fine though.

I've googled forum a lot but with no luck. What have I tried:
1) shutdown hook in mkinitcpio.conf
2) acpi=force in the kernel command-line
3) acpi and acpid installation
4) halt command
5) poweroff command

WOL is disabled in BIOS
Power restore option is set to Last State mode
I've tried both ACPI S1 and S3 states but no positive result

UPS is not the case of the problem because even without it problem still persists

Reboot just works fine, the only problem is shutdown process. As I said earlier FreeBSD 7 also have this problem but FreeBSD 9 haven't. Also I've tried Scientific Linux 6, Fedora 10-17, Debian 4 and Ubuntu 7.10, 8.04 - all worked fine! I suspect that systemd is the case of the problem...

If you feel systemd is the case of the problem then give some other init system such as OpenRC a try, for testing purpose.
