[solved] pacman-key --refresh keys gives error, unable to refresh keys

I am currently unable to refresh my keys using pacman-keys --refresh-keys

$ sudo pacman-key --refresh-keys
gpg: connecting dirmngr at '/root/.gnupg/S.dirmngr' failed: IPC connect call failed
gpg: keyserver refresh failed: No dirmngr
==> ERROR: A specified local key could not be updated from a keyserver.

Because of this, I am unable to update my packages because of this issue:

The keys you need to refresh are also in the newly-updated archlinux-keyring package.

Just update that first, then update the rest of your packages.
