Netbook has slow internet connection

As I wanted to install arch on my netbook, I saw that it has a very slow internet connection. It seems to be throttled to 100kb/s, but I could not find the root cause in my network.

Internal network transfers between the network and a ftp server on a raspberry pi are running with approx. 4MB/s, what's normal. And also iperf shows no throttling in my internal network:

I looked in the interface of my router but there is no option to throttle the internet connection to a specific transfer rate. The netbook is connected by cable to a Netgeat gigabit switch wich is connected to a AVM fritz.box router.

I am in Archlinux installation iso, but I could reproduce the behaviour with a Gentoo rescue system and a Ubuntu live system.

Thats what I tried yet:
- other switchport -> no change
- other network cable -> no change
- direct connection to router switch -> no change
- router reboot -> no change
- switch IP adresses -> no change
- switch MAC adress -> no change

You could try disabling the entire IPv6 stack.

This may be totally unrelated but my wife's old laptop (Acer Aspire 6530G) at some point became "capped" at about 400K/s. I didn't investigate this for a while but cured it by downgrading to the LTS kernel, I couldn't figure out any particular cause. Sorry it's a bit vague! The driver was ath9k.

She has a new laptop now so I left it at that.

Oh, and there's always ethtool:

ethtool enp3s0

Check the "Speed" line and the `speed` option.

Ok, thank you so far.

Disabling of the ipv6 stack did not solve the issue.

Also i do not think that it is a kernel related issue, because I tried it with 3 different distros. But I did not check their kernel versions.

ethtool shows that the link is 100Mb/s FD. There are no other speed related options.

The point that confuses me is that internally the transfer rate is ok, I get 11.21 MiB/s when I retrieve a 100MiB file over ftp in my internal network. So from my point of view that excludes any hardware related issues.
