Wake-on-LAN impossible due to disabled NIC

Hi all.

I'm unable to wake up the target machine via WOL.

The NIC (RTL8111/8168/8411 PCI Express Gigabit Ethernet Controller) gets disabled on every shutdown and standby. WOL is enabled in BIOS and all system settings listed on this wiki page.

# ethtool enp2s0 | grep Wake-on
        Supports Wake-on: pumbg
        Wake-on: g
# nmcli c show "Wired connection 1" | grep 802-3-ethernet.wake-on-lan
802-3-ethernet.wake-on-lan:             64 (magic)
802-3-ethernet.wake-on-lan-password:    --
# cat /etc/default/tlp | grep WOL
WOL_DISABLE=N

What could be causing the NIC to get disabled?
