I have a newly installed tomcat8 I have confirmed it is running.
When I try to access the web manager: http://localhost:8080/manager/html
I get prompted with a user/pw. However the credentials I've setup dont work, even after a reboot.
I feel like Ive done everything the internet said to do. Is there a bug in tomcat8 where you no matter what you put in the user xml it has no effect?

The line should be a relative path. It should read:
pathname="conf/tomcat-users.xml" />
Edit: Also make sure the permissions of the files are correct.
journalctl -u tomcat8 | grep SEVERE
...might also help.

Change the line in server.xml to not include the leading slash:
pathname="conf/tomcat-users.xml" />

The group needs to be set to tomcat8 for both server.xml and tomcat-users.xml or else tomcat won't be able to read it:
chgrp tomcat8 server.xml tomcat-users.xml
