After solving my eclipse issue by reverting back to GTK2,
I quickly discovered that my firefox has the same problem.
Should I report this at Bugs?

Use a GTK3 theme that isn't broken... https://bbs.archlinux.org/viewtopic.php?id=210815 this thread has a few from when the issue popped up with the gtk 3.20 release

It's still broken, no matter what theme I use.

Any tweaks in ~/.config/gtk-3.0/? Those would have effect with any theme.
You could also try if the issue persists with newly created user with copletely empty config.
