Unable to enable IPv6

On a website which checks whether your ipv6 is enabled or not, it says it's not. For example, at test-ipv6 dot com. I want to enable it. If I remember correctly in the past I disabled ipv6 https://wiki.archlinux.org/index.php/IPv6#Disable_IPv6

However, the file /etc/sysctl.d/40-ipv6.conf doesn't exist at my machine.

How to enable it then?

Perhaps you are passing that to your bootloader? Check your bootloader's kernel line.

Also, what is the output of

sysctl -a | grep ipv6 | grep disable

Yes, it's disabled. But my /etc/sysctl.d/ is empty and /etc/sysctl.conf doesn't exist. But why?

You didn't answer my question thoroughly. Firstly, I need the output of the command so that the community can inspect it in case you might have missed something. Secondly, did you check your bootloader configuration? As for sysctl.conf not being present, please go through this article: https://wiki.archlinux.org/index.php/sysctl
