ping.strace will be owned by root; you must perform the above as root since strace will drop required capabilities from ping otherwise.

Are you using a proxy like tor - it may not work because of them, mozilla.org however loads fine on my Firefox web browser and I'm using 51.0 - also do you use any extensions in addons that might disable the browser?

I solved the problem myself and it is because I used systemd-networkd to control and manage my network, and do a symlink as arch wiki suggest to resolv.conf
ln -sf /run/systemd/resolve/resolv.conf /etc/resolv.conf
I just remove the symlink and create a new resolv.conf with google DNS and the problem solved.
