[SOLVED] Network bouncing with networkmanager

Over the last few days I started to get poor LAN performance and saw a bunch of errors in journalctl that looked like I had a bad card or cable. From the networkmanager applet I could see the network dropping every few seconds and this blocked evolution and slowed network access to a crawl.

To cut a long story short and hopefully help someone else I solved this by uninstalling networkmanager and using Systemd-networkd instead.

Specifics in my case
Kernel linux-lts (4.14.20)
NIC is an Intel  82579LM, driver e1000
networkmanager-1.10.5dev+3+g5159c34ea-1-x86_64
