never heard of speex xmms plugin ... is there a main URL to this project?
most headers we have in arch are inside the usual pkgs, no problem about this
about speex-pkg to enable-shared: bugs.archlinux.org -> post a bug explaining why this would be better (explain in the bugreport) and contact the maintainer directly

yes: post the PKGBUILD's as [ code ] i the "new packages" in the forum (have a look at other posts to see how) and provide as much information about them as possible (url, experience, if it works for you ...) ... note: you can always try your pkg by installing it:
pacman -U thepkg-someversion.pkg.tar.gz
will install it
the better your pkg, the less work to bring it to work and the easier to take it to the official repositories
you should also speak to the TU's to tell them that you made a pkg that they can include it to the staging-repositories (TUR is at the moment under reconstruction, so we all have to wait)
by the way:
did you run "namcap thepkgyoumade.pkg.tar.gz"? this will check it on dependences

and yes it worked OK
so if TUR doesn't work I will also have to upload my PKGBUILD

no, it's not buerocracy here ... i made xmms-speex and it worked with speex pkg as is ... so there is no need to change speex-pkg at all, that's probably his reason :-)
but if you want a pkg to be changed because something not working, you have to post a bug and convince the maintainer that change is needed

it's not a rule to post also to the forum, but as incoming is growing faster than the TU's can take pkgs out of it, forum-posts let people who search after pkgs find them easier --- and if you also post PKGBUILD directly to the forum to be seen, then people can copy/paste it and try your pkg really fast
