Thinkpad X230, using Trackpoint scroll (middle-click-hold + move up/down).
In all other applications, scrolling works as expected.
In Chromium, with seemingly no specific cause, Trackpoint scroll suddenly stops working for a specific tab, and persists for that tab until it is refreshed. Trackpoint scroll does however continue to work in other applications, *and* in other Chromium tabs. Also, "normal" mouse-wheel scrolling works in the affected tab, as does middle-click-then-scroll (as provided by the Extension "Autoscroll").

If there's any other info which would be useful for diagnosis, I'd be grateful for any suggestions.
EDIT: I can further confirm that this happens on a T430 with slightly older versions of relevant software:

Interesting. I've so far been unable to reproduce the issue while using the test build, but will continue to test for the rest of the day. If I can "confirm" that it really does help, I'll perhaps add a comment to the upstream thread.

I included the patch in chromium 65.0.3325.181-6 and upstream has merged it into the Chromium 66 branch.
Hopefully that's the end of this issue.

False solution, it seems.
After more extensive testing, it seems as if the issue does still occur. It's hard to say whether it's really "less often" than before, though it does "feel" so.
