I have arch linux server, pretty standard configuration. I have slow upload speed to my linux client on LAN. Whether it is scp or samba, the client downloads at most 800KiB/s. I tested on regular arch linux client, antergos and xubuntu. What's more funny, on Windows using WinSCP or samba I get about 3 MiB/s on wifi and over 10 MiB/s on cable. From Linux client I can upload to server with max speed. Also I have the max speed I can get when downloading from the Internet. It's just like Linux-Linux LAN don't like each other. What gives? Is there some throttling configuration on linux?

I have no idea what you've done wrong in your configuration(s). I get 109MiB/s from server to client and 75MiB/s client to server, both Arch boxes, moving a 4.1GB iso.
