networkmanager cannot bring up my "RTL8822BE" wireless card

I am using gnome3 with network manager. The wireless card "RTL8822BE 802.11a/b/g/n/ac WiFi adapte" is not working properly, the . I thought it was a driver issue, but when I use the wifi-menu command. it works properly.

This is the network status after I ran "wifi-menu" and choose a proper wifi. wlp7s0 is the wifi connection its status is "UP" now, but before this its status is down and I cannot even bring it up with the command "ip link set wlp7s0 up". I am a newbie, could anyone tell me why and if it is a bug for network-manager

I'd suggest to rather post your journal and the NetworkManager service status, proofs that wifi-menu works do not hint why NM fails at all…
The device is btw. UP in the second output, as the wiki states, the thing you got to look at is the one between the "<>" brackets.
