It's not in the stock file, so it must have been edited in manually, somehow. I think it is obvious enough that if paths are configured to something non-default, those paths must be writable. It is of course less obvious how to figure out what the problem is from the error message, but I mean, what exactly should it say? "If gitea does not work, check the config file"?
