systemd 241 breaks link-local metadata service

I'm running Arch on DigitalOcean, which involves using a script to curl the DigitalOcean metadata service to retrieve IP configuration at boot time.  After installing systemd-241 (along with systemd-libs, systemd-sysvcompat, and a curl update), I can no longer

curl http://169.254.169.254

.   I get "no route to host".  If I reinstall systemd 240, everything works once again.

Anybody else seen this?
