The opensmtp package in archlinux is still 6.0.3p1-2, but it has reached 6.4.1. it seems this package has no update from 2018-05-25.

Does anyone know why it is not updated for long time?

Probably because of this:
- OpenSMTPD now depends on LibreSSL as an SSL library and efforts will
no longer be done to accomodate both OpenSSL and LibreSSL.
libressl is not in the official repositories.
