So I tried connecting to my computer using ssh and termux emulator on android phone and it worked very well like one would expect. But today morning, when I had a friend to connect to it and do some stuffs around, he seem to not to be able to connect it and get connection timeouts, while I got connection refused errors. I thought that maybe it has something to do with switching to different wifi so I restarted my laptop, and I started to get timeout errors just same as my friend. I verified that sshd service is running and listening to port 22 0.0.0.0. I confirmed my ip addresses too and it seems fine too, but I can't connect.

Then elaborate on this. What network were you on when it worked, and what were you on when it didn't.
There's very little to go on here, but I'd bet the router on the current network is not allowing traffic on port 22.

To be specific, they were mobile hotspots. At first it was hotspot from my phone connected to laptop and later on it was my dad's phone

Okay so apparently there is another issue now, I got back to earlier wifi and I see "no route to host error"

since you don't seem to know any information about your networks, you should give this a try to see if you even have port 22 open

It says that port is not open, but I thought that arch don't have them closed?

your computer may not have those ports closed, but you also need to configure your network to have them open or forwarded.

Consumer router defaults will only allow access within the same subnet, but not external connections - and since you're apparently not very experienced, please DO NOT OPEN SSH TO THE INTERNET!
First establish the network layout, in particular "ip l" and "ip r" on server and client, then try "nmap -p 22 localhost" on the server and "nmap -p 22 [server ip here]" on the client.
Report the outputs.
Idk how to reliably figure the local IP of AndroidBasedVendorOS™ but try to figure that as well if your only concern is the phone.
