dnsmasq caching with dhcp

I am using dnsmasq as a caching server on my laptop. I am not sure how to get 127.0.0.1 prepended to my resolv.conf. I cannot use -R with dhcpcd (-R tells dhcpcd not to replace resolv.conf) because I use my laptop on different networks and that information will also change.

We don't have dhcp setup and configured the same way on arch. I ended up creating a startup script that runs after network and prepends localhost to resolv.conf. Not ideal, but it works.
