Since last reboot, nfsdcld consistently returns "Failed to open main database: -13" when starting it using systemctl or doing
$ nfsdcld -F --debug
as root.
The configuration in /etc/nfs.conf seems to indicate a default storage dir that is not there:
[nfsdcld]
# debug=0
# storagedir=/var/lib/nfs/nfsdcld
I never changed this section of the file. I also did not find any other directory with that name under /var/lib/nfs and reinstalling nfs-utils (which owns nfsdcld) does not create the directory.
Does anyone know what I'm missing here?

Was this the first reboot since either nfs-utils or sqlite has been updated on the system?

No. The machine was rebooted a couple of times after they were last updated.
