iwlwifi + Wireless-AC 7260 = no WiFi

Xfce 4.14, linux-firmware-20190923.417a9c6-1, networkmanager-1.20.4-1, wpa_supplicant-2:2.9-1, linux-5.3.5.arch1-1, all on Thinkpad T440s. Config that previously worked flawlessly until reinstallation has ceased to function, and neither wpa_supplicant nor NetworkManager can connect or even scan radios in the vicinity.

Dmesg:

[root@ThinkPad-t440s ~]# dmesg | grep -i iwl
[ 19.118138] iwlwifi 0000:03:00.0: loaded firmware version 17.3216344376.0 op_mode iwlmvm
[ 19.518134] iwlwifi 0000:03:00.0: Detected Intel(R) Dual Band Wireless AC 7260, REV=0x144

[ 19.758023] iwlwifi 0000:03:00.0 wlp3s0: renamed from wlan0

Rfkill:

ID TYPE DEVICE SOFT HARD
 0 bluetooth tpacpi_bluetooth_sw unblocked unblocked
 1 bluetooth hci0 unblocked unblocked
 2 wlan phy0 unblocked unblocked

That's strange, but iw dev wlp3s0 scan does show APs nearby, which rules out h/w malfunction:

Re: iwlwifi + Wireless-AC 7260 = no WiFi

There are no error messages in any of these outputs. What actually happens when you "can't connect with either wpa_supplicant or NetworkManager"? Actually attempt to do so and post relevant log outputs.

NetworkManager applet shows that "device is not ready", and supplicant "Could not connect to wpa_supplicant: wlp3s0 - re-trying". If there were any meaningful logs, I'd post them, like I did with other commands. Don't just assume I didn't try to resolve this by myself.

Re: iwlwifi + Wireless-AC 7260 = no WiFi

I'm not assuming anything, none of the outputs show any attempts of a connection being made.

You have a few virtual bridges there, how are they configured? It's likely you are masking access to the actual device.

Re: iwlwifi + Wireless-AC 7260 = no WiFi

The interface is brought up by something (but doesn't get associated) - I suspect multiple services accessing it.

systemctl list-unit-files --state=enabled

Ideally post a complete system journal covering an attempt to control the NIC. If you didn't stop NM before trying wpa_supplicant directly, you did it wrong. If there's a dhcpcd process, that's likely the cause. (Yes, I'm assuming here - because atm. that's all we can do)
