Hi, I've been having an issue that I've been unable to resolve via google.
Whenever I run pacman-key to receive a key (either directly or via --refresh), I receive the error
gpg: refreshing 116 keys from hkps://hkps.pool.sks-keyservers.net
gpg: keyserver refresh failed: Permission denied
==> ERROR: A specified local key could not be updated from a keyserver.
This happens whether I run from sudo, or from su. Additionally, if I try to use gpg manually, it seems to work, although gpg --refresh attempts to import fewer keys.
Things I have tried:
Resetting /root/.gnupg and re-importing keys via pacman-key --init and pacman-key --populate archlinux
Resetting dirmngr
Updating the system via -Syyu etc.
Importing keys directly via gpg2 --refresh-keys. Oddly, this one produces no output but doesn't help.
I've no idea what could be causing this. Help?

It seems that I am a fool. A reboot solved this problem.
