Switching from automatic speed negotiation to half duplex like vitiok78 posted worked for me as well. However, I'm still able to get gigabit speeds which seems weird because AFAIK gigabit ethernet only has a full-duplex mode.

Interestingly, kernel linux-ck has the same problem, but not linux-lqx. Has anyone tried linux-zen (lqx is derived from it)?
Responding to myself: new linux-lqx 5.4.1 kernel is now affected by the bug.

Not for me with Linux arch 5.4.3-1-ck, I still need to systemctl restart NetworkManager to activate the connection.
I read the cause of this issue was multi-factorial, making it difficult to diagnose.

Interestingly disabling Automatic negotiation and setting speed 1000MBit/s with full duplex manually provides a stable wired connection.

with 5.4.10.arch1-1 bug seems to be gone, but connection on boot takes about 3-4 seconds, not instant like with previous working version - 5.2.14.arch2-1
