NetworkManager timeout with static IP but w/o internet conn. & DHCP?

Hi All,

I wonder why since a few weeks (last NM update?) a local network connection in NM with static IP, no connection to the internet and no present DHCP server is automatically terminated after about 1min with timeout.
It is irrelevant whether the PC and other equipment (printer, NAS...) are connected directly by cable or via a switch. This has definitely always worked fine so far.

Does anybody know why this is happening and how to prevent this behaviour? A search on the internet and a question in the German forum unfortunately did not yield any useful results so far.
