Strange issue with dhcpcd

Hi! I've installed archlinux on my box yesterday. I have 2 network adapters in my PC - 1 connected directly to my router(onboard LAN) and the 2nd one(PCIe Realtek) which is usually connected to another network, but now is disconnected.

When I run dhcpcd, it outputs

enp0s25 offered 10.0.0.2 from 10.0.0.1
timed out

When I connect the ethernet cable from the first network to my 2nd adapter (PCIe one) dhcpcd obtains address and works excellent.

I've also connected another network to the onboard LAN to check whether that's not an issue related to interface, but dhcpcd worked perfectly fine and both ifaces got a lease.

When I swapped cables again, problem returned - dhcpcd hung on "offered 10.0.0.2 from 10.0.0.1". When I configure the interface manually, it works fine, but I want to fix the issue with dhcpcd.

I almost forgot to mention the fact that when I go to my router's website it shows my PC as connected.

What might be the cause of this issue?

@edit I've unchecked "Always assign this device the same ip address" and it worked, but I got 10.0.0.70 instead of 10.0.0.2 I need. It works on windows, so why wouldn't it work on Arch?
@edit 2 I've disabled dhcpcd and enabled NetworkManager - it got 10.0.0.2 ip again... Is this a bug in dhcpcd?

Try to edit /etc/dhcpcd.conf to use clientid instead of duid.
