I have only seen this in the open-source Visual Studio Code (package: code). I can still sort of navigate, but it is quite annoying.

I'm afraid I don't have an answer but that isn't Nautilus, it's the GTK file-chooser.

I had a similar issue but I never got around to troubleshooting it because it opened so large it appeared to be a blank screen. My focus at the time was on other aspects of monitors/resolutions and when I set things to default to try a different setup it was fixed. Right at the end of all that I had found a post mentioning the oversized file manager as being so big it was all white. I was like oh damn, that's what that was. So no specific steps but if I have it happen again I would take a look at:
