You're running that one on the xf86-video-intel driver, so the only way you end up w/ llvmpipe there is exporting LIBGL_ALWAYS_SOFTWARE (check "printenv" on the manjaro system)
An obvious difference is that the output (monitor) on the arch system possibly runs at much higher pixelclocks than the manjaro system (see the DDC gathered Modelines and post the outputs of "xrandr -q" on either system)

Yes, I've already been starting Plasma from console with the following ~/.xinirc:

Well, the glxgears frames are a bit faster now, at monitor frame rate or above. – Configuring this all seems not to hurt, but there is no performance boost and does not come up to the Manjaro box graphical output.

Further, for testing usually I also run other glx stuff, like from rss-glx (screensavers or stand-alone apps), which always fails with a "GLXBadContextTag – Major opcode of failed request: 152 (GLX)", tough the Xorg.0.log says "AIGLX: Loaded and initialized i915", and I added a

Altering the mesa capacities of i915 will not have any impact if "LIBGL_ALWAYS_SOFTWARE" is "true".
The relevant question is its impact on glxinfo.
"GLXBadContextTag" does not mean that glx isn't loaded, but that the wrong (and invalid) GL context (think "opengl window") was being selected.
This could be for a bad opengl configuration, so glxinfo is always the most relevant item.
Notice that this could also just be a screensaver that doesn't sufficiently test the GL capacities and creates an invalid context by requesting unavailable features and then ignores that the context creation failed. (Ie. sloppy code - which is not uncommon, your GPU is dead old. This will not be an issue w/ the software rasterizer)

The performance of the software rasterizer comes (for an equal software stack) down to the CPU performance. Faster (clocking) CPU means faster GL performance.

Well, on the manjaro box, blurring works either with "OpenGL 2.0" and "OpenGL 3.1" (and of course not with "XRender") selection in "Compositor"; persistent after reboot. And it also echoes $LIBGL_ALWAYS_SOFTWARE as true.

Edit: kcmshell5 is nice! But when I enter "kcmshell5 opengl" there's 'only' a clickable dialogue window where I can click stuff; is there a way having a text output?
And does it know commands for forcing settings? I just did some fruitless queries, probably due to wrong feeds~

Next, I just recognized version of "plasma-desktop" in up-to-date Manjaro is 5.22.3-1, while in Arch it's 5.22.4-1 (I'm not using "testing"). – Could there be a bug?

Drop the "x" and the "e" - also "-i" to kwin and actually the journal pager/less is searchable (triggered by the "/" key)

There's not, they're just not enabled on the archbox. If the config GUI says sth. different, there's a bug in the config GUI.
Try to add them and restart kwin.
