Modeset fails because of glamor because of lacking GL2.1 support

Please post the xorg log of the manjaro system, but I'm pretty sure that they just enable GL2.1 for the chip - maybe there's some kernel parameter (there's usually a truckload of them defaulted on manjaro systems)

You're running that one on the xf86-video-intel driver, so the only way you end up w/ llvmpipe there is exporting LIBGL_ALWAYS_SOFTWARE (check "printenv" on the manjaro system)

An obvious difference is that the output (monitor) on the arch system possibly runs at much higher pixelclocks than the manjaro system (see the DDC gathered Modelines and post the outputs of "xrandr -q" on either system)

I'd still suggest to also explore activating the GL2.1 support via drirc (to free CPU capacity, with that GPU, you probably won't have much CPU to spare either…)

Yes, I've already been starting Plasma from console with the following ~/.xinirc:

export DESKTOP_SESSION=plasma
export LIBGL_ALWAYS_SOFTWARE=true
exec startplasma-x11

The current screen resolutions of both screens are each 1920x1080, and "xrandr -q" for the Manjaro one is "60.00*+", for the Arch one "60.00*+  59.94".

Then you're referring to OpenGL 2.1 with i915 driver, right? – I created an /etc/drirc like provided, tried both "DRI" "2" and "3", and both "OpenGL 3.1" and "2.0" in Plasma's settings "Displays and monitors | Compositor | Module", then re-applied or restarted X (or should I reboot?). Well, the glxgears frames are a bit faster now, at monitor frame rate or above. – Configuring this all seems not to hurt, but there is no performance boost and does not come up to the Manjaro box graphical output.

Yet there's no desktop effect like background blur, though it's enabled both in system settings and konsole.

Further, for testing usually I also run other glx stuff, like from rss-glx (screensavers or stand-alone apps), which always fails with a "GLXBadContextTag – Major opcode of failed request:  152 (GLX)", tough the Xorg.0.log says "AIGLX: Loaded and initialized i915", and I added a

Section "Module"
  Load  "glx"
EndSection

to my 20-intel.conf. – Is this useful at all?

Tomorrow I can see if something changes to the better if I extend Arch's RAM from 6 to 8 GB. Or should I use another compositor?

Altering the mesa capacities of i915 will not have any impact if "LIBGL_ALWAYS_SOFTWARE" is "true".
The relevant question is its impact on glxinfo.

"GLXBadContextTag" does not mean that glx isn't loaded, but that the wrong (and invalid) GL context (think "opengl window") was being selected.
This could be for a bad opengl configuration, so glxinfo is always the most relevant item.
Notice that this could also just be a screensaver that doesn't sufficiently test the GL capacities and creates an invalid context by requesting unavailable features and then ignores that the context creation failed. (Ie. sloppy code - which is not uncommon, your GPU is dead old. This will not be an issue w/ the software rasterizer)

The performance of the software rasterizer comes (for an equal software stack) down to the CPU performance. Faster (clocking) CPU means faster GL performance.
RAM is hardly an issue w/ glxgears, because it doesn't use any textures.

You might also simply be using a limited render path (xrender or opengl 2.1) where kwin won't provide those effects.
I could assume that its blur shader will require at least GL3.0 (implying that you *MUST* use the software rasterizer since your IGP will never be able to fulfill that requirement - no matter how long intel keeps searching for more hidden features in that chip tongue )

Well, on the manjaro box, blurring works either with "OpenGL 2.0" and "OpenGL 3.1" (and of course not with "XRender") selection in "Compositor"; persistent after reboot. And it also echoes $LIBGL_ALWAYS_SOFTWARE as true.

Edit: kcmshell5 is nice! But when I enter "kcmshell5 opengl" there's 'only' a clickable dialogue window where I can click stuff; is there a way having a text output?
And does it know commands for forcing settings? I just did some fruitless queries, probably due to wrong feeds~

Looks like some genius added a useless underscore to break all 3rd party stuff for no reason… It's the effects tab of the window manager settings, try

kcmshell5  kwin_effects

yet i can't imagine that would 'disable' blurring.

No, but impact performance. What disables blurring is that the blur effect isn't enabled…

It's the same log on both systems; looks like that it's not of much importance here. – In the dialog box, nothing changes when I enter "blur" or "Blur" (or "Verwischen" in German).

Yeah, that's the same dialog when coming from KDE System Settings, "Verhalten des Arbeitsbereichs/'workspace behavior' -> "Arbeitsflächen-Effekte"/'desktop effects' -> Section "Erscheinungsbild/'appearance', where "Verwischen"/'blur'ring is enabled.

Next, I just recognized version of "plasma-desktop" in up-to-date Manjaro is 5.22.3-1, while in Arch it's 5.22.4-1 (I'm not using "testing"). – Could there be a bug?

The relevant package is kwin.
Check the session journal on whether it complains failing to load the blur (and contrast) effect.

Drop the "x" and the "e" - also "-i" to kwin and actually the journal pager/less is searchable (triggered by the "/" key)

There's not, they're just not enabled on the archbox. If the config GUI says sth. different, there's a bug in the config GUI.
Try to add them and restart kwin.
