TLP doesn't seem to affect CPU max state

Hello.
I am owner of quite powerful laptop, and in normal use I just don't need its whole power.
On Windows I used to limit max CPU state in power options, here on Arch I try to use TLP, setting CPU_MAX_PERF_ON_AC and BAT to desired values, but when I run stress --cpu 8 the CPU ramps up to 100% usage. I added intel_pstate=enable to grub, tried restarting tlp service, stopping it, using tlp start, nothing seems to work.
Little help?
