executing networkctl actions as a non-root user

hello world

i would like to perform e.g. networkctl (up || down) as a non root user. i've been trying a polkit rule, but it turned out to be beyond my abilities (or it's the documentation on the matter that kinda sucks).
is there any way to let a regular/%wheel% user perform selected networkctl actions without resorting to sudoers and sudo networkctl [...]? i think there's a way to achieve this using capabilities, but network admin capability seems overkill to me - i don't have any proof though, have never actually tried that
