loopback adress for IPSec

Hello,
I would link to setup a host-only IP-Address(example 192.168.0.1) which is not bond to any external interface for IPSec-"Routing".
What is the best way to do it?
I tried:
- add 192.168.0.1 to lo-interface with success. But for IPSec i have to reduce MTU. I don`t think it is a good idee to reduce MTU for complete lo-interface
- create a bridge with systemd-networkd and assigned 192.168.0.1 to it. Problem is to bring the bridge up without bond it to an external interface.
- create a dummy-interface and assigned 192.168.0.1 to it. Dummy-Interface is up, but non packet can received.
Any idea?
