I have just updated my system and wifi was not working. Long story short, I fixed it by downgrading kernel from 5.16.3 to 5.16.2.
Also whenever I wanted to use sudo, or a program communicating with wifi (nmcli, nmtui, ip...), it got stuck for around 10 seconds and then do its thing.

Please post an unfiltered "sudo journactl -b" so we can see the timeouts in context (and ever use "-x", it's spam)

That issue started in June last year w/ a probing failure in 5.12 had workarounds by colds boots, S3, then S3 caused crashes and reloading the module around those worked around that.
https://github.com/openwrt/mt76/issues/ … 1015019232 at least has timeouts but triggered by S3s and "Failed to get patch semaphore" isn't in the OPs excerpts either.
The bottom line is that the chip is shit or has lousy support but whether you see any of what has been presented at https://github.com/openwrt/mt76/issues/548 is unclear (and it's certainly not the original probing issue, though it could be power/rfkill related)

Also with 5.16.3, together with the wifi issue, not just sudo, but most applications (graphical or cli) are starting up extremly long, all taking at least 10s before any response.

Since it's a usb chip (dongle?) and even times out on resetting attempts, I'd try to disable https://wiki.archlinux.org/title/Power_ … utosuspend ("usbcore.autosuspend=-1" disables it globally, nb. that runtime powermanagement tools can and will alter that)

When this built-in wifi card is powered down ip/ifconfig does not see any interface except "lo".
When it's powered on there are timeout errors in dmesg and ip/ifconfig can see "wlan0".
Errors shows up durring bootup - so any autosuspend should not be able to power it down that soon.
For me this is the only network card available.

Same. 5.16.3 broke everything from slow login manager to fake sleeping
Better downgrade to 5.16.1 (5.16.2 has issues with suspend resume with no audio, keyboard rgb etc)
IMO 5.16 is in its early stage, bugs are expected. Either bisecting the changes in linux kernel and report upstream or if you can't, put the package on hold

Since you mention it, I can agree that since not so long ago putting my laptop to sleep and than getting back into it resulted in firefox always needing a restart to make sound work again, but not other programs.
Other than that, yesterday I needed hibernation, it was working when I tried it with my flash drive, but now when loading in the swap, I get a couple seconds (random) of restored desktop, but soon after the system locks up.
Also whenever I reboot, I always get kernel panic at some point - often when I am already in xorg, but suddenly the capslock light starts blinking and nothing works

For your information, linux-lts works without the above issue. So, if you don't know how then wait for it to fixed in v5.16.5 or next release.
