It's not NM that's the problem. I'm on wired connections, with the same network config on laptop and desktop. This only happens on Desktop, laptop is fine.
I always assumed an NVidia thing (dual GTX1070, though it happened before I added the second card).
As I say, I can live with it, but if there's a solution out there, kudos.

The dhcp server (your router) could still delay for a conflicting stale lease - the warm/cold condition is weired and this might indicate an actual problem somewhere else.
Does xfdesktop log into ~/.xsession-errors ?

All devices on my LAN are on static IPs, and so there should be no lease conflict.
I do have an ~/.xsession-errors file, but it's empty.

My last best idea would be to replace /usr/bin/xfdesktop w/ a script that does

i did as you to ;s i completely closed down the service from systemctl and there was no change, i did got output of the time command you gave.

i did as you told , there are number of files in /tmp folder which change with each new power on of laptop.also they dont have anything in them , i was not able to see the content of " dbus- "name file. the desktop wallpaper dosent come at all after this everything works but no wallpaper.
only black screen. i am going back to what it was.

Ok, I guess I should have made this less casual - if you blindly followed this you probably deleted the binary (because I ran in the oldest of all traps there)
pacman -S xfdesktop # because you likely deleted the binary
mv /usr/bin/xfdesktop /usr/bin/xfdesktop.bin # move the binary to a save space ;-)

i didnt deleted the binary as i made a backup copy of the file before doing any edits.still i tried to reinstall the binary for safety. this is what i have from teminal.

yes there was nothing like xfdesktop.strace file in tmp folder.yes desktop starts but without background wallpaper.
