Sudo stopped working

This is not an ordinary lock. I suspect it's PAM, but unfortunately I can't find a more detailed log to see what the problem might be.

any sudo run:

$ sudo -v
Sorry, try again.
Sorry, try again.
sudo: 3 incorrect password attempts
Sorry, try again.
Sorry, try again.
sudo: 3 incorrect password attempts

$ su -c "useradd exnt"
Password: 
useradd: user 'exnt' already exists

$ faillock

this solve problem:

su -c 'mv /etc/pam.d/sudo.pacnew /etc/pam.d/sudo'
