After going on all the forum pages for this bug, I am unable to find a solution. Plymouth only works during system shutdown, and I cannot find the solution. Help much appreciated

I assume you have been through https://wiki.archlinux.org/title/Plymouth?
Can it be that you boot too fast for Plymouth to display? In that case try to lower the ShowDelay
Otherwise, please post

Are you using a Display Manager?

I have the delay at 0, so I assume I'm not booting too fast. Also Im using GDM as my display manager.

Well, those files looks good, so I'm a bit at a loss here, but a couple of things from the wiki:
The AUR package gdm-plymouth shouldn't be necessary, but maybe will help?
Also, on that wiki link, there is a mention of optimus-manager, so if that applies to you, then gdm-plymouth-prime seems to be a thing.
Oh, and, by the way - after you edit /etc/mkinitcpio.conf, did you regenerate the ramdisk image?
