inconsistent image viewer behavior when scaling with wayland

for testing I have enable wayland scaling with a factor of two so that I can test scaling without fractional scaling support.

my question is this:
when I open a 1920x1080 image in a image viewer and tell the image viewer to show image in a natuaral size (100% zoom) I get different behavior from different image viewers.

in gwenview  and ristretto the picture cover whole screen and is not cut anywhere, so the picture viewer sees a 1080p screen.
but eog(eye of gnome) qview and phototonic show 1/4 of image in 100% zoom. as if they see 1080pX2 screen.

which one is the correct one?
I thought scaling was only for UI element and not for the resolution the app sees?
is it because those 3  apps are wrong?


if I remember correctly x11 would do it like the gwenview.
