ipv6 multicast routing: How to enable multicast scopes?

Just wondering, when pinging ff05::2 my default gw (also arch) replies. However,  using a different scope, like ff04::2 I do not get any replies. As fas as I understand, all scopes. or rather boundaries, between 3 (range) and e (global) ought to be configured by the admin. Therefore, even ff05 (site local) should not react in first place.

I am just wondering, how would I tell a linux based router to forward f.e. scope 4 (admin) or scope 8 (organization) multicast packets? sysctl did not reveal any promising options. I may have missed them, though.
