Hello,
Recently I changed my internet service provider for my home wifi. I got a new SSID. I can connect to this SSID from my other devices like android mobile phone, laptops. But from this Dell laptop, model Vostro 1540, this new SSID is not displayed. It displays other's SSID's from nearer locaions. But not my own SSID. I connect to the router through cable to post this message. Please help me setting up wifi connection. Here are some information about my laptop and network.

You'll probably want to go into more detail on how you are using these two.
iwd.service | multi-user.target.wants
NetworkManager.service | multi-user.target.wants
As a general rule you don't want two independent network services vying for the same network interfaces.
But perhaps you are doing something like this...

I disabled NM + dhcpcd. Rebooted and did a manual scan using iwctl. But the network list did not display my SSID. Also wlan0 mode is still DORMANT.

Since you didn't post any input/output from your attempt to use iwd to scan I will just note that you have to start the iwd service before you can use iwctl.

That was to get my SSID name. It displays all my old connections. Also I have an USB wifi adapter for my desktop computer. I used that here in this laptop. That worked well. But as soon as I removed the USB, wifi stopped working.

The UUID is a networkmanager thing.
Also I have an USB wifi adapter for my desktop computer. I used that here in this laptop. That worked well. But as soon as I removed the USB, wifi stopped working.
Please provide a scan w/ that dongle as well (showing your AP) and also a complete system journal.
Could be a regdomain thing w/ your AP using a channel outside the universally permitted frequencies
